TRAFFIC LIGHTS

More efficient traffic lights. I am from southern New England, lived in Albany for 2 years now, and never have I seen such antiquated traffic signals in my life (i.e. Madison and New Scotland intersection). It is not so much how old many are , but rather that the city does not use LED bulbs in them. I observe many intersections where the traffic lights are too dim to see in direct sunlight, and cars go right through red lights. Plus, the city is constantly out replacing burnt-out bulbs. Also, NONE are on sensors. I can sit at a red light at 2am with no one coming in any direction. I realize replacing entire fixtures is expensive, but using LED replacements, installing sensors, and programming some to be blinking red/yellow during overnight hours is an improvement.
